Background

Bangladesh, a lower-middle-income country in South Asia with a population of 173.6 million, continues its economic transformation. In 2024, its GDP (PPP) reached $1.7 trillion, with a per capita income of $9,647. This growth is closely linked to the transport sector's performance and its carbon footprint. In 2024, the sector emitted 14.0 million tonnes of greenhouse gases (GHGs), about 6% of the country's total emissions. Although the annual growth rate of CO2 emissions in this sector has slowed from 8.1% before the Paris Agreement and Sustainable Development Goals to 3.6% since 2015, it remains a key focus for mitigation. Road transport is the largest contributor, making up 75% of transport emissions and 5% of national emissions. Other modes include domestic navigation (13%), rail (10%), and domestic aviation (1%).

Transport and Climate Change

Efficiency gains are evident in the decoupling of transport emissions from economic growth. Bangladesh's transport CO2e emission intensity per GDP stood at 8.4 gCO2e per USD in 2024, a notable decline from 15.2 in 2015 and 15.6 in 2000. This performance compares favorably to broader regional benchmarks, where the Asia-Pacific average is 29.0 gCO2e per USD and the South Asia subregional average is 20.9. However, the sector's environmental impact extends beyond operational exhaust. The expansion and maintenance of transport infrastructure consume an estimated 12.0 million tonnes of material annually, resulting in approximately 522 thousand tonnes of CO2-equivalent embodied emissions each year.

Transport Energy Consumption

The energy profile of the transport sector reflects a heavy and increasing reliance on fossil fuels. In 2023, the sector consumed 214,321 terajoules of energy, with oil products accounting for 79% of this consumption—up from 64% in 2010. Despite a decrease in energy intensity relative to GDP (0.14 MJ per USD in 2023 compared to 0.20 in 2015), the transition to alternative fuels remains in its nascent stages; by 2023, biofuels and electricity recorded <1% shares in sectoral energy consumption. Furthermore, the decarbonization of the transport sector is challenged by a high grid emission factor of 694 gCO2 per kWh, which saw a slight regression of 0.3% since 2015, contrasting with the annual 1.4% improvement observed across the Asia-Pacific region.

Adaptation and Resilience

Bangladesh's transport infrastructure faces acute risks from climate-induced hazards. Since 2000, 142 recorded natural disasters—primarily storms (50%) and flooding (31%)—have affected over 181 million people and caused at least $14.4 billion in damages. The transport sector is estimated to face potential average annual losses of $179 million, with the burden falling heavily on roads (79%) and rail (14%). Vulnerability is systemic; the country ranks 191st out of 208 nations in National Road Vulnerability. Under a 4.5-degree temperature increase scenario, more than 19% of road and rail assets would be exposed to extreme precipitation, while 9% of the population in low-elevated coastal zones remains threatened by sea-level rise. Currently, only 22% of policy measures in transport documents include a climate adaptation or resilience component.

Vehicle Fleet

Urban mobility and motorization trends present both challenges and opportunities for climate action. Motorization reached 32 vehicles per thousand population in 2024, with the fleet dominated by two-wheelers (59%) and light delivery vehicles (21%). While rapid transit infrastructure expanded to 30 kilometers by 2024 (including 29 km of metro and 1 km of BRT), access remains a critical issue. In 76% of Bangladesh's 139 urban agglomerations, eight out of ten residents lack convenient access to public transport. On the technological front, electric vehicle (EV) imports reached $596 million between 2017 and 2024, representing 7% of total road vehicle imports, though these are almost exclusively light-duty vehicles (93%). Despite this, Bangladesh shows promising potential for e-mobility, scoring 77 out of 100 on UNEP's E-mobility Readiness Index.

Transport Investments

Funding for these transitions has changed considerably; official development assistance (ODA) for transport increased from $832.9 million (2002-2010) to $7.1 billion (2011-2023), with a notable rise in rail funding share (from 8% to 47%). Moreover, public-private partnerships (PPP) in transport totaled $3.0 billion during 2011-2023, mainly supporting road and port sectors.

Transport and Climate Policy Documents

The policy landscape is anchored by the Third Nationally Determined Contribution (NDC 3.0), published in 2025. Bangladesh has committed to an unconditional reduction of 2.32 MtCO2e (7.74%) from business-as-usual (BAU) levels in the transport sector by 2035 using internal resources. With international financial and technological support, this target increases to a conditional reduction of 4.21 MtCO2e (14.03%). While the NDC lacks a formal net-zero target, it emphasizes railway electrification, EV mandates, and modal shifts.

"Avoid" - Recognizing the role of active transport in urban resilience, the government is prioritizing Non-Motorized Transport (NMT) and pedestrian-centric urban design. Under the Mujib Climate Prosperity Plan 2022-2041, the state has committed to constructing 10,000 km of bike lanes and 10,000 km of footpaths. The National Land Transport Policy supports this by mandating Environmental Impact Assessments (EIA) for all new road projects and emphasizing the segregation of motorized and non-motorized traffic to enhance safety for vulnerable road users. These efforts are integrated with land-use policies in the Eighth Five Year Plan that encourage "local living" to minimize the necessity of long-distance motorized travel.

"Shift" - A cornerstone of the "Shift" strategy is the aggressive expansion of high-capacity mass transit and rail networks to reduce reliance on private motorized transport. The Roadmap and Action Plan for Implementing Bangladesh NDC envisions the operationalization of five Mass Rapid Transit (MRT) and two Bus Rapid Transit (BRT) lines in Dhaka by 2035. The Eighth Five Year Plan further strengthens this by targeting the procurement of 160 locomotives, 1,704 passenger coaches, and 2,000 wagons, alongside the double-tracking of 897 km of rail to enhance network capacity. Furthermore, the National Integrated Multi-modal Transport Policy emphasizes the creation of integrated multimodal hubs to facilitate seamless transfers between road, rail, and water, thereby optimizing the structural efficiency of the entire network.

"Improve" - Bangladesh is pivoting toward the large-scale electrification of its fleet to improve energy intensity and reduce tailpipe emissions. The Mujib Climate Prosperity Plan 2022-2041 sets a bold milestone to shift at least 30% of the transportation fleet to electric by 2030, with a targeted 80% for the rideshare fleet. To support this, the Automobile Industry Development Policy 2021 introduces fiscal incentives, including 10-year tax holidays for EEV manufacturing and the establishment of a Technology Acquisition Fund for battery and charging infrastructure. The NDC 3.0 complements this with a target of 30% passenger EV penetration by 2035, supported by the rollout of a national e-mobility roadmap and standardized charging infrastructure. On the regulatory front, the Air Pollution Reduction Strategy for Bangladesh has proposed phasing out two-stroke engines and leaded petrol, while the National Road Safety Strategic Action Plan mandates the adoption of international emission standards for new vehicles. To ensure the sustainability of this transition, the Automobile Industry Development Policy 2021 also introduces an "End of Life" scrapping policy to remove older, high-polluting vehicles from the fleet.

The investment programmes for the expansion of Chittagong Port capacity will be fast tracked along with other investments for expanding container traffic handling and management.  Completion of minimum 16.0 meter draft deep sea port at Matarbari, Cox’s Bazar.  The investment programmes for the Pyra Port will be fast tracked for speedy completion of all required physical work to enable service by 2022.  Each port would focus on the improvement of productivity – both ship berth-day and gang-shift output further through modernisation, induction of more sophisticated equipment in handling cargo, etc.  Handling operations in selected areas will gradually be outsourced/ privatised for injecting more competition and increasing output.  Efforts would be made for full mechanization of cargo handling operation and movement in major Ports.  The storage area in the ports will be expanded  Efforts would be made to reduce pre-berthing detention and to improve turn -time of vessels through minimization of both port and non-port related factors.  Required dredging to allow handling of bigger shipping will be carried out.  Terminal capacity for handling higher cargo off-loading will be expanded.  Capacity to handle large container traffic will be expanded by constructing deep water-container hub ports  Modern cargo handling techniques would be introduced to improve port performance in the major ports, particularly in the dry bulk cargo, conventional and unitized general cargo trades.  Port service efficiency and productivity will be enhanced by introducing of state-of-the-art technology/internet to implement integrated Port Operations System and to move towards paperless regime so as to reduce dwell time and also reduce transaction cost to the users. The major areas where such automation is aimed at include: Vessel Traffic Management System (VTMS); Information Technology in Scientific Application, the Cargo/Container handling operations and non-operation area; Surveillance System and Safety & Security System; and Electronic Commerce (EC)/Electronic Data Interchange (EDI).x

This opportunity will be based, and be subject to getting higher priority, on the level of initiatives to increase competitiveness in the local production, utilization of local resources and development of technology to increase export facilities of the local industries. 4.3.1.5 Assembling and manufacturing of convenient and affordable cars, three wheelers, bus, truck, tractors, other commercial vehicles, ambulances and its components making industries will be patronized and be subject to receive special incentive. 4.3.1.6 Factories produce import substituted parts will enjoy financial and tax holiday facilities. 4.3.1.7 All buyers of locally assembled/manufactured vehicles will enjoy certain percentage of income tax relief to the value of Made in Bangladesh vehicle purchase. 4.3.1.8 Exports of vehicles made by local CKD assembling/manufacturing industries will be given 15% cash incentive 4.3.1.9 Foreign investors will be guaranteed full repatriation of their due dividend of their investment in local parts manufacturing companies 4.3.1.10 A guideline will be prepared to simplify the disbursement mode of one-time and running royalty fees payable to parent industries by local manufacturing companies. 4.4.3 In order to grant special incentives to local manufacturing companies on the basis of adding better value addition, the following qualities will be considered as the base for measuring better value addition: 4.4.3.1 Contribution in more localization process 4.4.3.2 Ability to survive in the global price competitiveness 4.4.3.3 Ability to provide uninterrupted supply of parts to the local OEM's and component manufacturers 4.4.4 Special advantage will be given to local manufacturing of Pickup, Truck, Bus, MUV, PPV (Pick up base SUV), 3 wheeler Auto-Rikshaw, Sedan Car, 3 wheeler ambulance (subject to specification approval of BRTA/Concerned Ministry), Eco Car, Electric vehicle / Hybrid Electric Vehicle (HEV) etc industry those who are able to make local automobile industry more sustainable. 4.4.5 A Reconditioned Car Management Guidelines will be formulated to facilitate Reconditioned Vehicle Business and to support the local manufacturers. 4.4.6 Special Incentive Guidelines will be framed to inspire setting up specialized automobile industries such as ambulances, refer vans, luxury bus bodies etc 4.6.3 In order to enhance capability of local automotive industries, Research & Development activities will be expanded through suitable financial and non-financial incentives To enhance local production of automobile, required efforts will be taken to facilitate constant and structured collaboration between component manufacturers and OEM companies so that the production of local parts gradually increases and the companies can progressively grow their local content in line with the international best practice to achieve the desired target by 2030. In addition, necessary initiatives will be mooted to ensure development of SMEs through subcontracting and partnership exchange protocols between SMEs and the large manufacturers. 4.6.6 The government will promote investments in research and development of commercially viable technologies such as electric powered cars including the batteries and charging stations. This will be done through setting up a 'Technology Acquisition Fund' to acquire technologies. 4.8.1 Appropriate training curriculum will be developed to enhance skills of the automobile manufacturing industry. Mismatch in the existing training system will be identified and training activities will be executed keeping at par with the need of modern technology, skill enrichment and creating enabling environment to ensure demand-driven training facilities in the industry. 4.8.2 Industry will collaborate with relevant technical institutions to incorporate into the national technical & vocational curriculum. 4.8.3 An Automotive Training Institute will be established in collaboration with the industry players to facilitate and ensuring demand driven training and capacity building of learners to the established assemblers and manufacturers. 4.8.4 Ministry of Industries will initiate and develop further collaboration with Madrasah & Technical Education Division and National Skill Development Authority (NSDA) on the apprenticeship programme to accelerate the assimilation of graduates into the domestic automotive industry 4.8.5 An exclusive Auto Parts Development fund will be launched for accelerating human resource development in the country. In order to build a sustainable vibrant automobile industry, it will be strived to create a full-fledged local production value chain system in the country in collaboration with research institutes, universities and other educational stakeholders.
Automobile Industry Development Policy 20212021Enhance negotiation towards harmonization of rules of origin and elimination of Non-tariff barriers within the region trading blocs, as well as bilateral and multi-lateral trade agreements to facilitate growth and development of the automotive industry will be bolstered To qualify for financial and non-financial benefit, local OEM manufacturers must implement the following progressive production rate: 4.4.2.1 Local Contribution Rate (see table) 4.5.1.1 Revise the existing Motor Vehicle Act and other relevant provisions concerning safety/quality/emission regulations, for the purpose of ensuring roadworthiness of registered vehicles especially electric or eco-friendly vehicles. 4.6.1 To ensure safety, product efficiency and environmental sustainability, an automotive industry programs will be put in place to promote research, design, and improvement of locally produced automotive products. establishment of new and independent automotive assembly and manufacturing unit by an investor for the production of vehicles that was not previously registered in Bangladesh. revival of existing non-operational or closed assembly and manufacturing facilities either independently by original owners or in assistance with new investors or under joint venture agreement with foreign entities or solely owned by foreign companies through purchase of plant. The Government prioritizes the local production of commercial vehicles (Bus, Truck, Minibus) and passenger vehicles (Saloon car, Hatchback, Station Wagon, Sports Utility Vehicle) and will provide encouragement through following activities : - 4.1.1.1 Incentives will be granted on the basis of gradual improvement of local production. The basic eligibility for receiving incentives will depend on the performance of accomplishing local contribution rate as mentioned in paragraph 4.4.2.1. The level of incentive allocation will be determined on the magnitude of local value-addition; degree of technology transfer; improvement of expertise; level of foreign exchange earnings; strengthening of manufacturing value chain; developing linkages within the industry; and investment in R&D; 4.1.1.2 Phased Incubation Approach will be adopted to continuous grow and build the efficiency of the local investors engaged in auto components manufacturing industry in the country; 4.1.1.3 Effective steps will be taken for quick transition from CKD level production stage to larger localization stage. 4.1.2 The Government will review the fiscal and non-fiscal incentive structure periodically to promote the growth of auto industry and to create more demand and prevent Bangladesh from becoming a dumping ground for international rejects through- 4.1.2.1 The incidence of Total Import Tariff (TTI) will be fixed in a manner so that it helps to facilitate actual development of manufacturing capabilities of local automobile industry as opposed to mere assembling factory and also proves that it does not give any undue protection to the industries; it ensures the industries to embrace balanced transition to open trade; it promotes increased competition in the market and enlarges purchasing choices of the local customers. 4.1.2.2 The Government will introduce inspiring tax incentives system that support to sub-contracting of local SME industries with established large automobile OEM's factories. 4.1.2.3 Government will provide adequate opportunities to local industry to attain global standards especially producing bound rates items like Buses, Trucks, Tractors, Passenger Vehicle and Auto components in the country. 4.1.2.4 Appropriate measures including anti-dumping duties will be put in place to check dumping and unfair trade practices 4.6.4 Vehicle manufacturers will be considered eligible for enjoying rebate facility for spending at least 1% of the gross turnover of the company on Research and Development purpose. This facility will also be available if it is spent by its own Research and Development Wing or completing any automobile industry related research activities by other local or foreign organization. 4.6.5 Government will encourage setting up of automobile institute or auto design institute by providing them tax breaks, concessional duty on plant/equipment imports and granting quick approval. 4.9.5.1.1 All incentives, facilities and tax exemptions available under Bangladesh Economic Zones Act 2010, will be available to all Category- A investors. Moreover, they will enjoy 100% exemption from custom duties and taxes on the import of plant, machinery, equipment and tooling equipment such as dies, molds, jigs and fixtures for production, inspection and testing of vehicles. This facility will be given on only one¬time basis. 4.9.5.1.2 All Category-A investors (CKD Level-1 and CKD Level-2) shall be allowed to import 20 vehicles of same variant in CBU form at 25% less of the prevailing TTI (Total Tax Incidence) for test marketing after ground-breaking. 4.9.5.1.3 A CKD Level- i manufacturing industry will be allowed to import all parts related to vehicle production paying at 35% of Total Tax Incidence (TTI) whereas for the locally procured parts Total Tax Incidence (TTI) will not exceed 10%. This facility is applicable only to local progressive manufacturing industries as described in paragraph 4.4.2.1. National Board of Revenue, in the context of changing scenario, may change, add and modify this rate after consultation with ministry of Industries 4.9.5.1.4 A CKD Level-2 manufacturing industry will be allowed to import all parts related to vehicle production paying at 25% of Total Tax Incidence (TTI) whereas for the locally procured parts Total Tax Incidence (TTI) will not exceed 10%. This facility is applicable only to local progressive manufacturing industries as described in paragraph 4.4.2.1. National Board of Revenue, in the context of changing scenario, may change, add and modify this rate after consultation with ministry of Industries 4.9.6.1 A Category-B CKD Level-2 manufacturing industry, with the permission from sponsoring authority, shall be allowed to import all parts related to vehicle production paying at 25% of Total Tax Incidence (TTI) whereas for the locally procured parts Total Tax Incidence (TTI) will not exceed 10%. This facility is applicable only to local progressive manufacturing industries as described in paragraph 4.4.2.1. National Board of Revenue, in the context of changing scenario, may change, add and modify this rate after consultation with ministry of Industries 4.9.6.2 A Category-B investor, with the permission from sponsoring authority, shall be allowed to import 20 vehicles of same variant in CBU form at 25% less of the prevailing TTI (Total Tax Incidence) for test marketing after ground-breaking. 4.9.6.3 Import of 100% parts at prevailing custom duty shall be applicable to non-localized parts for a period of four years in respect of Commercial Vehicles like Bus, Truck, Tractor, 3 Wheeler Auto rickshaw and Prime Mover. 4.9.6.4 100% exemption from customs duties shall be allowed on import of tooling equipment such as dies, molds, jigs and fixtures for production, fitness equipment, inspection and testing machineries of vehicles etc. This facility will be provided only once. Afterwards, Machinery equipment and raw materials can be imported by paying duties at the lowest slab. Creation of a 'National Energy Efficient Vehicle Production Fund' to ensure persistent development of energy efficient vehicle production industry. (It is to be financed by government allocation or assistance, air ambience fund, levy of additional taxes, fee etc. on inefficient or polluting vehicles.)x

Draft National Solar Energy Roadmap, 2021-2041 2020In order to promote RE resources and to achieve the RE target in the total generation mix, the GOB has taken 500 MW Solar Programs in 2012. Besides this 500 MW solar program, the government initiated programs like the Solar Home System (SHS), solar mini-grid, solar rooftop, solar irrigation, etc. with an aim to scale up the contribution of renewable energy in the country. The first-ever grid-tied solar PV project of Bangladesh has been installed in Sharishabari, Jamalpur in 2017. With 3.28 MW of installed capacity, the project has been implemented on IPP basis by the sponsor company Concord Progati Consortium Ltd. and is still in operation. Until June, 2020, a total of 27 large-scale solar IPP projects have been taken up by the GOB (Letter of Intent or LOI issued) with total installed capacity of 1695.77 MW (PPA has been signed for 09 The utility companies have been mandated to add certain amounts of renewable component to their existing capacity, which if implemented shall account for 700 MW of solar power. The level of incentive allocation will be determined on the magnitude of local value-addition; degree of technology transfer; improvement of expertise; level of foreign exchange earnings; strengthening of manufacturing value chain; developing linkages within the industry; and investment in R&D; 4.1.1.2 Phased Incubation Approach will be adopted to continuous grow and build the efficiency of the local investors engaged in auto components manufacturing industry in the country; 4.1.1.3 Effective steps will be taken for quick transition from CKD level production stage to larger localization stage. 4.1.2 The Government will review the fiscal and non-fiscal incentive structure periodically to promote the growth of auto industry and to create more demand and prevent Bangladesh from becoming a dumping ground for international rejects through- 4.1.2.1 The incidence of Total Import Tariff (TTI) will be fixed in a manner so that it helps to facilitate actual development of manufacturing capabilities of local automobile industry as opposed to mere assembling factory and also proves that it does not give any undue protection to the industries; it ensures the industries to embrace balanced transition to open trade; it promotes increased competition in the market and enlarges purchasing choices of the local customers. 4.1.2.2 The Government will introduce inspiring tax incentives system that support to sub-contracting of local SME industries with established large automobile OEM's factories. 4.1.2.3 Government will provide adequate opportunities to local industry to attain global standards especially producing bound rates items like Buses, Trucks, Tractors, Passenger Vehicle and Auto components in the country. 4.1.2.4 Appropriate measures including anti-dumping duties will be put in place to check dumping and unfair trade practices 4.6.4 Vehicle manufacturers will be considered eligible for enjoying rebate facility for spending at least 1% of the gross turnover of the company on Research and Development purpose. This facility will also be available if it is spent by its own Research and Development Wing or completing any automobile industry related research activities by other local or foreign organization. 4.6.5 Government will encourage setting up of automobile institute or auto design institute by providing them tax breaks, concessional duty on plant/equipment imports and granting quick approval. 4.9.5.1.1 All incentives, facilities and tax exemptions available under Bangladesh Economic Zones Act 2010, will be available to all Category- A investors. Moreover, they will enjoy 100% exemption from custom duties and taxes on the import of plant, machinery, equipment and tooling equipment such as dies, molds, jigs and fixtures for production, inspection and testing of vehicles. This facility will be given on only one¬time basis. 4.9.5.1.2 All Category-A investors (CKD Level-1 and CKD Level-2) shall be allowed to import 20 vehicles of same variant in CBU form at 25% less of the prevailing TTI (Total Tax Incidence) for test marketing after ground-breaking. 4.9.5.1.3 A CKD Level- i manufacturing industry will be allowed to import all parts related to vehicle production paying at 35% of Total Tax Incidence (TTI) whereas for the locally procured parts Total Tax Incidence (TTI) will not exceed 10%. So in order to encourage, consolidate, environment balanced and technology dependent of this industry Ministry of Shipping, Ministry of Industry and Ministry of Labour will prepare policy jointly. n order to stop environmental pollution for ship movement, shipbuilding, ship repair and breaking activities concerned international convention, protocol etc. will be introduced and applied. Making old ship scrap stage by stage and substitute new ships in the fleet increasing standard and efficiency of service of the existing services of BIWTC. Until ship will be repaired or will be made scrap applying safety and survey rules of ship strictly.x
