Background

Samoa's transport sector is at a pivotal point, balancing economic growth with the urgent need for climate mitigation and adaptation. With a population of 218,000 and a GDP (PPP) of $1.7 billion (2024), Samoa is classified as a low to lower-middle-income country within the Pacific Islands. The sector has become a key focus for climate action, producing 171 thousand tonnes of greenhouse gases (GHGs) in 2024—around 33% of the country's total emissions. Although the growth rate of transport emissions has decreased from 4.6% pre-Paris Agreement to 1.8% since 2015, carbon intensity remains high. At 99.8 gCO2e per USD, Samoa's transport emission intensity is much higher than the Asia-Pacific average of 29.0 gCO2e, indicating a growth path that is decoupled from economic gains but still highly carbon-intensive compared to the region peers.

Transport and Climate Change

The emissions profile is heavily dominated by road transport, which makes up 86% of overall transport emissions and 28% of the nation's total GHG emissions. Domestic navigation and aviation each contribute 7%, while rail remains absent. This pattern is reflected in energy use: in 2023 the road sector consumed 87% of the 1,759 terajoules used for transport. Worryingly, all this energy comes from oil products, a share that has not changed since 2010 despite global efforts to diversify. The share of biofuels and electricity in the energy mix was zero by 2023, highlighting a strong reliance on imported fossil fuels that leaves the economy vulnerable to price swings and environmental risks risk.

Adaptation and Resilience

Samoa faces severe geographic and economic risks from climate change. Since 2000, it has experienced seven major natural disasters—mainly storms and floods—that impacted 18,000 people and cost over $355,000. The transport infrastructure suffers an estimated annual loss of about $533,600, which is 0.035% of GDP, mostly affecting roads (57%) and ports (31%). Additionally, 18% of the population lives in low-lying coastal areas at risk from sea-level rise. Under a 4.5-degree warming scenario, over half of Samoa's roads could face extreme precipitation, jeopardizing the reliability of its 107th-ranked road network and vital mobility citizens.

Vehicle Fleet

The motorization trend in Samoa further complicates the decarbonization agenda. Vehicle ownership rose to 441 per thousand population in 2024, surpassing the Asia-Pacific average of 317. The fleet is characterized by a high proportion of two-wheelers (52%) and light development vehicles (33%), while buses account for <1% of the modal split, despite an increase in import value to $21.1 million between 2015 and 2024. While electric vehicle (EV) imports reached $4 million by 2024—accounting for 9% of total road vehicle imports—they are almost exclusively light-duty vehicles (99%), with negligible penetration in public transport or two-wheelers. Samoa's E-mobility Readiness Index score of 53 reflects moderate progress but reveals significant gaps in technology, market maturity, and policy frameworks.

Official Development Assistance (ODA) for transport surged from $55.3 million (2002-2010) to $174.5 million (2011-2023), with a notable shift in focus toward airports and ports, although road infrastructure continues to receive approximately 35% of funding.

Transport and Climate Policy Documents

On the policy front, Samoa has integrated climate considerations into 33 documents, including the Second Nationally Determined Contribution (NDC), which targets a 26% reduction in economy-wide emissions by 2030. However, the absence of a specific transport GHG target, a net-zero roadmap, or a long-term strategy (LTS) indicates a need for more granular planning. Current priorities emphasize transport laws, capacity building, and resilient infrastructure, yet only 52% of measures incorporate adaptation components, suggesting a need for a more balanced approach between mitigation and climate-proofing the nation's vital transport arteries.

Samoa's "Avoid" strategies focus on long-term spatial and infrastructural planning to decrease the need for carbon-heavy travel and make better use of existing assets. A key initiative is the Sustainable Land Use and Mobility Plan, which aims to align urban growth in the Apia CBD and other areas with efficient transport routes. The government is developing a 5-to-10-year Master Plan for road infrastructure that includes vulnerability assessments and traffic data, aiming to enhance accessibility without unnecessary road expansions. Additionally, the Samoa Infrastructure Asset Management Strategy highlights the importance of the Asset Management and Resilience Office in guiding climate adaptation efforts across all asset policies. This approach is supported by digitizing national GHG inventories and upgrading the Samoa Road Asset Management System, ensuring data-driven decisions reduce wasteful infrastructure spending and support long-term fiscal and environmental health.

The "Shift" Strategy aims to reduce reliance on private vehicles by revitalizing public transport and encouraging active mobility.
